Thousands lose right to vote under states’ ‘incompetence’ laws

Laws in 39 states and Washington, D.C., allow judges to strip voting rights from people with mental disabilities ranging from schizophrenia to Down syndrome who are deemed “incapacitated” or “incompetent.”
