A federal appeals court sides with salmon. Federal agencies will be required to spill water over Columbia and Snake River dams so young salmon and steelhead can migrate downstream to the Pacific Ocean.The federal Bonneville Power Administration has for years resisted the "Fish Flush." Water sent over spillways cannot be used to generate electricity and sell it to California.
